I'll be honest I think Luis Enrique would be the best appointment Spurs could make, but I just don't see Levy (and the rest of the club) adapting enough to him. You have to give the keys to Lucho, and I'm not sure they'll be willing to do so.
He would fit in great at Arsenal, especially because their center midfielders are aging with only Vieira and Lokonga younger than 30. Would take a lot of doing to acquire him, but the chance to play with Saka and Odegaard has to be alluring. That said, City have more money and Florentino Perez seldom fails when he sets his sights on a player.
