Chelsea have prepared an improved proposal for Estevao Willian to be sent to Palmeiras. Personal terms were agreed last week, and Chelsea feel they are in control of the situation. Bayern have not moved in terms of proposals or bids so far, while Chelsea negotiations are set to advance soon.
